Mississippi and Puerto Rico have very close to the same population (3,000,000 or so). PR has a 93% literacy rate. Mississippi has 30% of its population reading at 5th grade level or below. Make PR a state and all boats will rise. The sad news is, Mississippi would sink to #51.

Could be worse, crusty.
